Atari ARI voltage problem...

Okay, Asteroids Deluxe, ARI problems. I've read through a lot of threads and am still stuck. Here's the summary:

Rebuilt power brick (new big blue, and rectifier, etc).
All fuses are good, as are fuse holders.
Rebuilt ARI w/BR kit. No sense mod performed.

With a load, without a load, the same thing happens, 5v testpoint jumps from 5v to between ~10.5 to ~11.75. If I place a load across pins 1 and 4 on J7 the same thing. I'm not even touching the AD PCB, its not hooked up, neither is the harness connector at J7. I wanted to check this beforehand.

I have seen postings that w/o a load the +5 testpoint should go anywhere from 6 to 7 or maybe 8v. But not 10-11v.

Is there something wrong with the ARI, or me, or both?

Does it matter that if it sits for a while (days), the +5 "turns on" as +5 before jumping to over 10v? After that, power cut and reapplied, it starts out above 10v...

Double-check that you've installed the kit correctly. Make sure the TIP32 is in the right place, you haven't tried to install the 2N3055 bottlecap backwards, the 2N3055 has a insulator, etc.

Sounds strange. You might try replacing CR4.
Did the kit come with Q2 and/or Q3?
It may also be the LM305 regulator.
