So I am rebuilding the board that was non working in my newest space duel.

And I am noticing in several positions where Bob Roberts sent caps to be installed, there are simply none currently there.
Is this common to see this? Or is it no wonder this thing didn't work?

the positions with no current cap, that are on the list bob sent are:

c22, c23,c24,c31 q8 and q9

in particular with q8 and q9 do I need some type of layer between the cap and the center piece to stop metal to metal contact?

Do I just forget about installing these parts?

Not all Atari A/R boards are the same. There is a handful of different "versions". Space Duel calls for a -04 version. A -04 version doesn't have those parts populated (because Space Duel doesn't use that section....-5VDC and 12VDC). The kit you got from Bob sounds like a -02 version.

wow, that's great info, so I dont even need to use those parts then huh?

Just got emailed back from Bob roberts and he says the same thing.

One more question. Should I bother rebuilding the other working a/r II board? I got a 2nd kit because I figured why not?
Should I wait for it to burn out, or rebuild it now?

No, you don't need to use those parts....Now, for the other question.....well, ask 10 people and get 10 different answers:)

A lot of people will say rebuild it now.....preventative maintence, if you will.
I come from the school of fix it when it breaks.

There really is no "wrong" answer.
