Try this

Check on the back off the monitor to see if the spotkill LED blinks.

If it does your problem is most likely the signal form the main PCB.
I would first check for a bad voltage regulator on the board. Or grounds of the regulators. because both X and Y are affected.

If not than your problem is in the monitor (most likely).
The most common problems is bad header pins. a re-flow of the solder should fix this.
 
My guess would be game board issue. Try putting the game into test mode and see if it shows a full pic there. Some times if the vector generator circuit is screwed up the game wont display right but test mode will. The test switch is a small toggle on the right inside of the coin door (if your facing the door with it open) or just inside the machine to the left on a bracket.
 
Thanks game fixer. That was the first thing I tried. It was also the only thing I knew to try...lol

no blinking led.

think i am going to have to call someone in. Any one good/honest/ fair to call in the long Island ny area?
 
How does it look in test mode? Hard to tell from the video, but looks like you have vert collapse. If test mode gives you full deflection, it's a problem in your vector generator.

I would lean towards it being a monitor issue, but it'll be hard to tell without swapping the PCB into a known good cab.
