Asteroids Deluxe. No power to board

I had this posted in my general thread but I figured id get more response here. Heres my story.

the board that I had originally, played blind, always put the spot killer light on the chassis.

I brought it to be recapped by a buddy of mine, he recapped it and didnt work, he bought an o scope to fix it but gave me his board out of his working cabinet for the time being. I got the monitor, power supply, and the ar board rebuilt. I tested the AR board at 4.9 when I put it in my cabinet and brought it to 5.1, still no change on the pcb.

The original board, gave me proper voltages. just didnt work. This board gives me no led on the pcb and the voltage is .9/1.0 when tested at the board, and thats with the ar being 5.1, im not very good with this technical shit, which is a huge handicap but can anyone help. I dont know if maybe I missed hooking something up when putting everything back in or what. but like I said the AR is working, also the monitor has neck glow and the spot killer light is still on.

You don't get many responses on the weekends when many are at home with family. You get more responses when they are at work m-f 8-5.

Try this, remove connector from the board and test for voltages at the connector. Verify the correct voltages are at the correct pins on the connector.

Report findings.

EDIT:

verify connector is connected properly and not backwards!
