Area 51 gun tracking problem

I have an Area 51 board that will not track the gun for Player 2. Both guns work and swapping the harnesses results in the same thing... Player 1 gun tracks and triggers, but Player 2 gun triggers but does not track. I believe this makes it a PCB issue. I've checked continuity on all the pins and redone the solder on the header pins for the connector. Ive also touched up solder on the 74LS14 that the gun inputs feed through. No change on any of it. Does the gun tracking get handled by the 74LS14, or does it just handle trigger inputs? Perhaps there's another IC that handles the tracking(?)

Any help is appreciated.... again, the guns themselves and their harnesses are fully working, with full continuity from the board to the gun PCBs.

it's a surface mount part. if you don't know how to solder those then I strongly encourage you just send it to Arcade Services. they turned around the Area 51 at work for a different issue in like 4 days.

I can replace it but want to know if that's the correct part to replace or if its a different IC. I think I found an old post mentioning to replace that chip, so I'll give it a shot.
 
there's schematics for the dual board, the R3000 I don't think there is schematics for (for either Area 51 or Maximum Force)

I had to replace a 74LS14 chip on an Area 51 years ago for the gun tracking issue. I forget if each gun had their own chips or if it was just one and they used different gates.
