I'm not sure, but when I was opening my store, I just looked up the sc constitution and found the relevant section. As I remember reading, if you charge a cover charge to get in, you don't need to buy the licenses. I may have misread it though, a lawyer ought to check it out. All mine are on freeplay so I don't have to worry about it (I just sell them, dont' operate them).
South Carolina really has very few laws (if you can believe that!) compared to other states. It's one of the poorest states in the Country... but unfortunately, they have pretty strict gambling/arcade/pinball laws.
