My 19'' Galaga arcade's screen wobbles left to right for the first 3-5 seconds when I turn the power on. Is this something to worry about? It stops after a few seconds.

Hmm. I suspect it will gradually get worse and the jitter won't go away after a few seconds. My Krull was doing that intermittently until I swapped in a rebuilt chassis. I'm guessing one or more capacitors on your monitor's chassis PCB are getting weak and/or you have one or more cold solder joints. The chassis should be pulled and new capacitors installed, and reflow the solder on any suspect connections while you're at it.

most likely its the built in deguass circuit and nothing to worry about. You can unplug the degauss coil from the monitor chassis and see if that stops it. if it does, then fuggedddaboutit.

gee. which is easier, recapping and reflowing the chassis, or unplugging the degaussing coil?
If its not the degaussing coil, then yes, look into rebuilding the chassis.

Whats a degaussing coil? Do I need to discharge before unplugging this?

The degaussing coil is the pair of wires that encircles the back of your picture tube, it is usually black. It is designed to correct any inconsistent color problems caused by magnetic fields interracting with your picture tube. It is connected to your monitor chassis (circuit board) by a two position connector. Discharging is not necessary prior to removing this connector.

Disconnecting it may hide the problem but it will not fix your problem. In order to fix your problem you will need to locate the bad component and replace it. The bad component is most likely a capacitor and these tend to fail in groups so that is why the cap kit was suggested. Additionally, disconnecting the degaussing coil may cause color inconsistency problems in the future.

its the wrapped black coil that's around the outside of the tube on the back side. It has 2 wires coming off of it that plug into the chassis, iirc, most of the wires are black, and to the best of my knowledge, they're all on one connector. To help you further identify it, there'll be another ground strap that's wrapped around the back of the tube as well - it's normally braided and bare. That is not the one you want.
You don't need to discharge the monitor before unplugging it - just don't touch anything else in the process. Nothing wrong with discharging it first though. It could save a nasty shock.

without seeing a video of what its doing, and knowing which monitor it is, its hard to say for sure what the issue is. Its possible he's seeing a normal degaussing on start up, especially if the tube's warm. That's been what i've been trying to get across before he does or has a cap kit done. Not that doing a cap kit is a bad idea, but, if its a g07, chances are he'll need a new flyback as well.... Just saying...

It is a standard 19 inch G07 monitor. I will try unplugging the coil when I get home today. The monitor wobbles back and forth, left to right for 5 seconds only. I only notice the problem when I first turn on the machine after the monitor has been on for awhile before that. If the monitor is cold before I turn it on, I dont see any picture for about 15 or so seconds and by that time the wobbling has stopped if it ever happened at all. I have a spare cat kit, but I'd rather not mess with the board if I dont have to.
