applying Ms. Pacman side art

This is somewhat of a loaded question you're asking so i'll ask one. Are you 100% satisfied with the cosmetics of your cabinet before you apply your art? There is no turning back once you start.

Yea, I sanded it down to a smooth surface but the pencil art and paint is still there. I also used woodfiller to fill any cracks or chips. Just wondering is it better to sand it down completely and apply primer before adding the side art or will it stick to a smooth sanded surface ?

You're going to need more than just a smooth dull surface, i really recommend putting down a matched blue semi gloss paint. This will give your new art a nice surface to adhere to. I've restored alot of ms pacs with vinyl art and seriously have never had any of it fall off with a coat of paint applied first. Vinyl on bare wood isn't a great idea, it may stick for a week or two but at some point you will see it start to come loose.
