APB Steering Wheel Bushings - Lube/ No Lube

I disassembled my APB control panel yesterday to start the cleanup process and figure out what parts I need to order to make it mint. Once I got the steering wheel out I noticed a lot of "gunk" around the larger bushing. I think this gunk explains why turning one direction the steering felt tight whereas the other direction it felt fine. It seems this gunk was causing the bushing to close and create tension.

Is there a recommended cleaner to get all of this crap off, and once it's off is lubrication needed? I am thinking about ordering new bushings when I order the new housing, but I want to try and clean them to see if they actual need to be replaced.
 
I would try isop alcohol to see if that cleans the goop... I think the bushings are a nylon based plastic... so any solvent based cleaner would have to be pvc\nylon safe... start with alcohol to be safe.

The manual calls out a lubrication along all points of the shaft... again plastic safe (non petroleum based) lubrication is probably your safest bet.
