I believe that is for Scramble / Super Cobra PCBs that have the security chip .

There is a Z80 buried somewhere in that brick of epoxy inside the casing, along with a few other components.

I had one like that on a Super Cobra board set I had, and it didn't work. Ended up installing a high score save kit (which replaced the existing code roms) so the big security brick wasn't needed anymore.
