Anyone ever seen these SFII cards?

I found these while going through a box of Capcom artwork. They are on a plastic type paper that won't tear/rip.
I've never seen them before.

I've seen those before. I just don't know where they're supposed to go on a cab, unless it's under plexiglass on a showcase control panel.
 
I bet it was a showcase cab. They were pretty popular when "Dash" came out. Man...I remember heading to Golfland and seeing at least 15 SFII' machines lined up. #oldfart
 
Japanese candy cabs have that acrylic header where you could sandwich stuff like this between.
 
They're instruction cards that come with every Japanese game, I have quite a number of them. I haven't seen too many in English though.

Here are mine for SF II' Turbo:
 
I have the English ones for Super Street Fighter II and Street Fighter II'. I saw an English set for X-Men COTA and The Punisher too.

Why are these cards not mentioned in the game manuals as being part of the kit? Were these only released outside the USA or something?
