Another Tron issue

I replaced the power board in the unit, and at least have more than a green screen i started with this time.

Previously on 'Fixing Tron':

unit was dead(except monitor would turn on). replaced a back board(whatever one that was) and it worked for a little while.(like 6 minutes). I cut it off and fired it back up and got a weird character frozen to the screen at the bottom and nothing else. well, during all the trouble shooting i unplugged the power board's connections an re-connected them(when machine was OFF) and a few times I'd get smoke coming from the power board. Immediately shut it off, checked connections and booted back up. nothing. no burning, but nothing except a green screen. Since I KNEW the power board was smoking previously, I bought an untested board on ebay(yeah, I know... I don't need to hear it). Well, It actually works so far as I can tell. all my lights work, AND I got back to a frozen screen that's no longer green. occasionally it has a character at the bottom again, and I've tried replacing the cables, and switching out ROMS on the board. Is there a way to tell if it's ROMS are working when you can't get to the test screen?

Anyone have any suggestions? I really want to get this thing working again. it's in great shape. at least an 8.5 out of 10.
 
well you won't know if your power supply board is working based on lighting. The lights come directly from the power brick at the bottom of hte cab (I think)

If you haven't tested any voltages yet while the game is on, that would be a good place to start.
 
OK... took you're advice and tested voltages. everything checks out ok. at least on the J4 and J5 places on the board.
