Another Sega System 16B board no picture

I've had pretty good luck lately so decided to try these and since I can swap boards now I decided to try to fix another one. This one is functioning the least out of any I have attempted so far. This board has a blank picture and does almost nothing.

I do see the red LED

68000CPU
Pin
6 - H -AS
7 - H - UDS
8 - H - LDS
10 - H - R/W
11 - H - BG
12 - H - BGACK
13 - H - BR
15 - Has clock single. Shows low on probe and CMOS light blinking
17 - HALT is low
18 - Reset starts L and goes H
19 - H -VMA
20 - E I don't this this on the schematic but is pulsing
21 - H - VPA
22 - H - BERR
23 - H - IPL2
24 - H - IPL1
25 - H - IPLO

Pics of board please.
I just figured it out. The board is garbage. It wasn't obvious but all the traces under the resist are turning into orange dust when I am trying to expose them to test continuity.
 
It wasn't obvious because the surface wasn't scratched. I started exposing it to see how far the corrosion went. That's beyond repair. I am not getting continuity until 3 inches from the edge of the board.

May just be more work than you want to put into it. I've seen some wild board repairs that included moving stuff off the main board to bypass major acid damage.

I'm not saying it can't be done. I also didn't even expose all the damage. This would also be assuming that is the one thing wrong with it. I'll use it as a parts board or if I get really bored maybe I'll take. If it was something extremely rare it would be another story. My soldering skills are definitely better than my troubleshooting skills.
