Another Sanyo 20EZ question

Trying to troubleshoot my Sanyo 20EZ.

Im have very dim neck glow and can barely tell the monitor is on.
Im using the "Dim Raster" flowchart from the Nintendo service manual.

I have turned VR301 & 302 all the way up. I then flipped the service switch and now see a
thin line throught the middle of the screen.

The flowchart says to test TR301, 302 D301,302,303. I have not done this yet.

I checked the VDC at TP91. It is at 96 and I cant adjust it. Ive seen many post about similiar problems about not being able to adjust +B.

My main question is am I barking up the wrong tree? Should I have the 108 +B and the dim raster problem before using the dim raster flowchart?

Flip the service switch back to it's original position. Be careful, the switch is delicate.

Recap the monitor if it has not been done.
 
Sorry, I should have added that this monitor is recaped and had same problem before the cap kit,

Also, the flow chart for the dim raster problem said to flip service switch to check for the line in middle of screen.
