Try testing the diodes from the bottom of the board. The goop is not likely on the solder side...

I will give this a check tonight. I can't remember if there's that goop on the bottom side or not. Riptor took a peek at the board and he doesn't seem to think that's where the problem lies.
The big issue is the "body" of this thing doesn't allow for much room to poke a DMM around in to see if all of the components are working or not.
I love this blasted welder and I'm not giving up on it until I've tried everything!!
