That's a violation of ebay's policies. Report it and his account should be closed. There goes his 11-year-old account and +672 feedback.
Give up on getting the sign, however.
Tempting for sure, but that kind of eye-for-an-eye stuff only ends in small claims court.

One bit of advice I'd offer above and beyond leaving negative feedback is to report the seller for "seller non-performance". I think there's a minimum 10-day cooldown before you're allowed to report non-performance, so don't cooperate if he demands that you close out the auction in any way. Having been on the wrong end of this once after a seller demanded that I ship my "US-only" auction to Australia -- at no extra charge to him! -- I can tell you first hand that eBay really does look into these reports, and there's a good chance they'll put the seller's feet to the fire for you. Anyone else heard of this seller nonperformance. And whats the best way to report this guy. Call ebay directly and speak to their service line. Or start online proceedings.

If the seller refuses to complete the sale, you can report the seller to us.
Also, if you have not already done so, we recommend at this point that you open an Item Not Received case. This will open communication between you and the seller that may help you work things out.
