I happen to have a couple of these monitors. One loose and the other in a generic cab running a bootleg double layer blue DK. Jr. board. Each missing stickers but enough between the two that I was able to gather some info and get over the hump to figure out what they were. Here is what I worked out, all gathered together, in the event anyone else goes searching and finds it helpful.

One of mine has a sticker that says Handewell Corp. of Los Altos Ca.

Pin out is a little different:
Starting from the back of the monitor, closest pin as you look past the neck is Red.
RED GROUND GREEN GROUND BLUE GROUND SYNC

Testing my board on a 4600 I discovered it was Negative Sync so I would say the Sync pin on the CR-M-19VH expects negative sync.

The tube is a 510SLB22. It sets up just like a "typical" arcade monitor (IE G07, 4600, 4900, etc...) on my Sencore. So that is the standard 23 adapter an a B&K.

Need to fix the power supply first

or check to see if it works.

Tp91 is the test point for the regulator

whats the voltage at the tp91??

is there high or low ohms there??

check each transistor in the 800 block.

check the zener diode in the 800 block.

remove the h.o.t while you are testing the power supply.

leave it out until you have the power supply working.

confirm no shorts around the regulator insulator.

again which resisotrs are getting hot?
