Afterburner Sitdown is stuck aiming down. help!

I hope I put this in the right spot. I recently picked up an Afterburner Sitdown machine. Machine is in pretty good shape, but the seat or the machine itself is not moving, and It is blowing out one of the 3A fuses. This machine is stuck aiming down. Where would you begin? I'd love to have this machine working 100% again! Thanks in advance!
 
I'd probably put it in test mode (presumably like other Segas it has a motor test mode and limit switch test) and see if anything's working. Having said that if it's blowing fuses I guess theres a short somewhere or the motor's switched to 'full on' and stalled which would probably pull some amps.
Does it make any groaning noises? My Space Harrier has drive belts between the motors and the moving seat and they rusted/seized to the pulleys once :)
 
It doesn't make any noise whatsoever. machine works great other than aiming straight down :)
 
When you turn it on it should do the seat (right to left) test then it should do the front to back test of the cockpit. You might want to check the censor safety pads on both sides, under the rubber mats. If the are making contact it keeps the motor from rotating the cockpit. When i got mine they where not in good shape. The motor is also really easy to get to to test, if you need to test it.
 
The limit switches for up and down are under the cradle pivot cover on the coinbox side. The side left to right switches are behind the bottom cover on the cradle. If the fuse blows after you turn the game on with no movement unhook the motor and see if it still blows the fuse.
 
Thanks a bunch guys! Ill have to wait and get more fuses, getting pounded with snow right now so no going to radio shack to get some more since my other machines dont have any 3a fuses :)
 
Ok Put new fuses in with the motor unlugged, no fuse pop, put the motor plug back in, no fuse pop. I also have disconnected the footpads, could this be a problem? Must they be hooked up?
 
now I just lost the game. nothing comes up and no sound.. Theres a ton of dust on the boards, might be time to clean them!
