In my ham fisted attempt to simply re-seat chips on my Atari Basketball board to try and fix an issue I broke a leg on an IC the number in the manual is an 8316 can anyone here please direct me to a replacement?

I'd have to check the schematics, but I'm pretty sure you can use a 2716 eprom as a replacement.

I was reading the schematic, and I do not see a 8316 part on the pcb.
I did find a few 9316 parts.

If you come up with a chip location I can verify the chip number..

There is a d8316 part number but I think the chip was created after the pcb was already on the market

If the parts are 9316 prom you might want to read this http://www.mikesarcade.com/cgi-bin/spies.cgi?action=url&type=info&page=9316.txt

If the 9316 part is not in a wide body chip. It might not be a prom it might be a 4 bit binary counter.

If you come up with a chip location I can verify the chip number..

If the chip in question is at locations D/E1, C/D1, F1, B1, A/B6, or C6 then a 2716 will work.

8316E makes a big differences. Laughs..

Just an odd question can you just read a 8316e like a 2716 or do you need to do some mod like a 9316 ?

Here's the location on the board and the only info I can find in the specs I can't find the part numbers listed in the breakdown anywhere .

As Atari force has pointed out those are 8316E. And 2716 EPROMs can be used in thier place.
If you have an EPROM burner, you might be able to find the prom imagine on line and make yourself a copy or you might want to contact hobby roms and see if they can help you..
