720 5 volt switcher/transformer ground question

oh so here is a question about the ground in my 720 machine, because maybe this is my problem...

here are the ground connectors i see so far...
ground from wall outlet comes in, goes to the line filter at which point i assume it passes to the power supply chassis base...

now coming off of here there are 2 green wires screwed to the chassis, i think one goes to the coin door and one to the audio 2 board?

the transformer does not have a ground coming in but it sends out a red/white wire for ground..this connects to a long red/white wire on the harness..

when i test this red white for continuity from where it connects to the transformer it gives me continuity on both video and game boards at the ground points, and at the +5 points as well? is this right?
also when i test the short end coming off the transformer from the connector to the base of the transformer i get nothing? how can i test to see if this wire coming off the transformer is grounded? would i not just check from the end of the red.white to anywhere on the base of the transformer?

im attaching a pic of the transformer so you can see the red/white..

also, should there be a wire coming from the 5 volt switcher grounded to the chassis at all?
