70's WMS Flippers slipping

I've about had it with this god damn machine. The flippers are slipping. I've tried new flipper shoes, pawls. In addition I've replaced the coils, stops, links, bushing, etc. The flippers slip in the pawl. Tighten the sumbitch down, get 3-5 flips then the flippers start slipping again.

What I mean is, the shaft is slipping in the pawl (I'm guessing). I tried Loctite and had the least success yet. The set screws on one of them is new. What could I possibly be missing here? I've tightened the hell out of them and still they slip within a few flips.
 
Had similar problem on my Shuttle and as stupid as it sounds it did end up being just that I never got it tight enough on the pawl. I had done the same, full rebuild and all. If you hadnt it might have been the pawl bowed out, but since they're new.....

Clean the crud off them and clamp that son of a bitch down until your arm might twist off if you get it any tighter.

I use a ratchet socket now and a hex key in the other side to give me more leverage.
