I just got a 60 in 1 board today.

I plugged it into the jamma harness and powered it up.
Everything seemed to be fine at first, but after about
5 minutes or so on the attract mode, I start getting static
threw the speaker.

The static is a constant volume and doesn't change with the volume pot.
If I cycle the power, I get the static at the initalization screen, but if I
leave it off for a few minutes and power up, the static is gone but reappears
about 5 minutes into the attract mode.

It seems like it could be an overheating issue, but the board isn't in an
enclosed space yet.

Any ideas?

Sound would run off the +12, not the +5.

First thing I do when I get these boards is make sure the socketed chip is seated fully, because it often isn't.

You should be running the speaker off of pins L & 10. If you have it running through an amplifier or volume control try taking those out of the equation.

Make sure the plug has a ground prong, as you may be getting some electrical interference that's manifesting through the speaker. Might try unplugging the coin door or marquee light while it's happening to see if it goes away....

Everything's wired up correctly, And I don't have any lights connected yet.

The static starts out sort of like a slow intermittent clicking sound,
then the clicking sounds get faster and more steady untill it sounds like static.

EDIT:

The static is produced through the speaker but not through the audio output jack.

I have a minimal understanding of electronics, but I'm pretty sure that the problem
is somewhere in the audio amplification circuit.

It's not really of much help to me, since I have no idea how to fix it,
but it shouldn't be too much of a problem to connect a set of powered speakers if I have to.

There is little transformer mounted near the volume knob on the PCB. I had one with sound problems where I found the transformer was tilted up on one end so it sat slightly at an angle, and one of the legs wasn't making good conduct with the solder below. A quick touch of the soldering iron got it down flat and it worked fine after that....

I've got a 48 in 1 that is having sound issues as well. Some games, like 1943, have distorted sounds. It doesn't happen with every game. Is this common with the 48 in 1 or is there just a problem with mine?

Yeah this is normal there are quite a few games that sound like shit on the 48 into 1 boards, just one of their many drawbacks that were never corrected
