60 in 1 multi board problem

ive been having a problem with my board for a long time. it will start up fine, but has a loud buzz the whole time and the board FLASHES ORANGE, then turns GREEN when the menu loads up. also have a 39 in 1 that works in the same cab with no problem.
this is my power supply.

i have a voltage meter but ive never actually done that before... dont you touch the + to the +5v and the - to the -5v?

Hmmm thats fine.

OK try one more thing take the board out of the game and gently pull the Main chip out of the socket and re-insert it then try it again and see if there's any change. Be sure to not bend the chips legs. I use a small flat screwdriver and slowely pull up on one side a little then the other until they're loose.
 
Wait is it right at 5.30 or is it 5.03? is if's 5.30 then the power supply needs to be turned down to right around 5.00-5.10 is there a small dial on the power supply. if so turn the dial down away from the H arrow. do this while you have the volt meter reading the +5 you want these to run right around 5.05-5.10 if it get's too high it can damage the board and cause it to go into shutdown. try this first before the chip.
 
it was 5.3 i fixed it. for some reason the green wire going to the monitor needed to be separated from the red yellow and blue wires. the buzzing stopped and i can finally hear the games.
