I've installed a 60-in-1 board in an old Taito cabinet, which has 1 joystick and 4 buttons. I'm assuming that I can simply splice wires for all of the 2P controls into the existing 1P wiring - is that correct? Or does this board use 1P controls only, with the intention that the players just take turns on a single set of controls?

the board asks you about configuration, one joystick setup, etc.
it'll switch between 1 and 2 player in the software, you don't have to wire for it.

Correct. On the Main Setup page of the Test Menu, it has an option to select:

a) Upright 1 Joystick (default)
b) Upright 2 Joysticks
c) Cocktail

Obviously you need two joysticks if you want to play 2-player 1942, 1943, or 1943 Kai, but that's it. All the other games will alternate using the same joystick if you leave it set to option A and those three games will be one player only. Cocktail games also need 2 joysticks (on opposites sides), and the setting will automatically cause the screen to flip between players....
