360 Joystick repair

So I got a new cabinet, and the joysticks suck. So I just up and bought some new joysticks. When I was about to replace the old joystick, I noticed that the old ones are 360 degree electronic joysticks.

Since the older joysticks are probably better than my new ones, is there a way I can fix the 360 degree joysticks? The problem is that in some directions it isn't detecting movement.
 
If you go into the test mode of the game, it should show a number representing a direction for every motion of the joystick (at least that's how Blitz does it). I use something that I can break the opto connection with (like a small screwdriver), you will see SOMETHING happen on the test screen. While in test mode, you can effectively test each opto. If one isn't responding, then that opto is probably bad (or there is a bad connection somewhere).

They are WICO 360's. At first I couldn't find them because I was Googling Wilco 360.

First controller usually works fine in test mode, but doesn't work so well when playing.

Second controller picks up no up, even in test mode.

Is there a way to clean the contacts on these?
