27" Korean Monitor help (power issue)

So long story short, someone I know on a website was giving away a broken EZ2DJ arcade machine. I jumped on the offer immediately, and now she sits at my house waiting to be fully restored. The restoration process has been going very well, but besides the missing computer it needs to run (and pedals), the monitor is having problems even turning on.

The monitor board was put in a box inside the cabinet since it wasn't screwed down in the cabinet. Before it was shipped the monitor worked, but the brightness of the monitor would sort of wave in out (bright to dark and back). Now when I hooked it up I get nothing. Everything is plugged in where it should be and I tested the power connector for voltage (its getting voltage) but still nothing. There is no glow in the bulb, the fan on the board doesn't move, the monitor controller's power light is not on, I get nothing.

So what could possibly be wrong with this monitor I am wondering. Since the monitor worked fine before, with some minor issues, I am assuming the problem has to do with the monitor chassis. The board is pretty dirty, which could be one of the problems, but at this point, I don't know if it cleaning it any more then I have will fix anything, especially if there is no sign of life on the board at all.

I went ahead and e-mailed the Korean company that produced the chassis asking how much a new chassis would cost. Its $130 plus shipping to America, its not a bad price, but I figured I would ask and see if anyone has run into a problem like this before, and had a possible solution.

Please note that since this is a Korean arcade machine I needed to purchase a step down transformer to even power the cabinet. The transformer can handle 500 Watts which seems to power the whole cabinet just fine. Maybe that has to do with the problem, but I am not too sure.

So, anyone got any ideas?

I included a picture that Pacific Display Technology sent me, so you can see what a new one looks like.

I can provide the monitor type if that helps as well. Off the top of my head I know the tube itself is an RCA and the chassis is 2937OSD.
