25K7000 slow to warm up

I have a 25K7000 that was taking about 15 minutes to warm up. Once it was warmed up it looked great, to just took it forever to get there. Today I rejuvenated it. Now it takes about 6 minutes to fully warm up and still looks great. The rejuvenator really didn't indicate that there was any problem with it, but I gave it the full rejuvenation any way. What's causing this? I'm wondering if it related to the heater. Is there a way to check the heater voltage with the monitor running?
 
Could also be caused by a failing flyback... has the flyback in this monitor been replaced before? If it has white knobs, it's suspect...

Nope it's got the original flyback still in it. I have a cap kit and new flyback standing by. I just have to get around to doing it. Is a monitor taking excessive time to warm up a symptom of a failing flyback? It seemed like a monitor issue rather than a chassis issue to me. I have one game that the monitor gets fuzzy whenever the screen changes. That's an indication of a bad flyback correct?
 
failing / drifting flyback or a low heater voltage check .68ohm resistor on neckboard..
double check ground tie from neckboard to chassis to crt grounding strap.
possible depleted electron gun on the crt.

double check for proper b+ regulation
123vdc for 19" / 130vdc for 25"
