25" Hantarex Polo Open Solder Joints Around Neckboard!?

This monitor is dead, fuse is good, but no hv whine or heater glow, so I was looking at the neckboard and man, there are open solder joints around the tube connection. Is this normal? It's my first time looking at a Polo.

Did you solder the neck board yet?
Find the Test points on the top of the chassis
and check for voltages or shorts.
Pull the chassis out and inspect the top and bottom
of board for overheated parts or bad connections.
Install a capkit.
Confirm you don't have a shorted HOT. Replace it if it looks overheated.
If the fly hasn't been replaced yet, replace it.
Check previous thread for other parts found bad.
Check the game for the monitor schematic
Use common sence troubleshooting if it looks bad and test bad, fix it or replace it.
If to much of a hassle send it out to a service company for repair.
And just repair the chassis that you come across that are easy to fix.
I see you work with a few chassis and are learning and saving money
fixing them yourself. But some chassis you might send out,its your call.
