25" D9200 won't hold sync with an input but "No Signal" works perfectly

I'm trying to help out with a Big Blue project that's been stuck in the "basket case" stage for a while now. Was converted to a MAME multicab the previous owner just kind of packed the CP holes he wasn't using with bondo. We're trying to update it with a RaspberryJAMMA on the road to finding a real CPS2 to put in it, but there's a problem: the last time I turned it on the HV on the monitor sounded "sick" and it wouldn't sync at all. You'd see pixel spaghetti for about a second at a time, the monitor PCB would "reset" and it would repeat. It's a D9200 series of course: weirdly the "No Signal" screen will hold sync and appears just fine with no input attached. I've tried it with both the Pi and a pandora box I had lying around to rule out a problem with the JAMMA adapter and no dice, they both make the sync wig out. Do any of the monitor gurus here have an idea of where I should look before I start going over the PCB with a microscope?
