20EZ won't come on with 100V but with 120V get dim pic!

A buddy of mine has an upright DK.

Game plays blind.

if Monitor is plugged into 100V outlet in cabinet no neck glow, no pic, but sound OK.

If monitor plugged into 120V wall outlet, monitor comes on with a very dim picture.

Any ideas on what this could be?
 
I'd say a lot more info is needed.

Has the AC voltage been confirmed with a multimeter?

Has the monitor ever been worked on?

Was it just working, and then stopped?

Has the tube been tested on a rejuvenator?

Never plug it into 120vac ever again (my opinion).

2. yes, cap kit at some point

5. That's what I told him. He may have done more damage by doing that.
