19K7600 Wells: What would cause....

Hey all,
I have this 19K7600 monitor that has continued to kick my ass. I think that I have recapped it , installed new HOT, Voltage Regulator, new Critical Safety cap and probably some other things that I have forgotten. Been a while since I started on this one, but I think all of that has been done. Can anyone think of ANYTHING that would cause all the pins of the the HOT to read shorted to the each other, and every pin (except one) of the fly back to read as shorted to each other as well. I believe this monitor blew fuses upon power up. My last theory was that the Critical Safety cap was bad since the HOT would start reading correctly when I removed it. But upon installing the new one, same problem. So I would think its in that circuit somewhere. Not sure if the flyback was reading normal when I pulled the crit cap. ANY suggestions would be appreciated.
 
What was the original problem? No neck glow, picture, etc?

Test the HOT this way. Red lead to metal tab and black lead to ground or chassis frame. Short means it's bad. Remove the hot. On the VR check from pins 3 and 4. If you have a short then you have other problems on the B+ circuit. If you don't have a short check from pins 1 and 4. Should read between 180 ohms and 220 ohms. If you have a short The VR is bad.

Now if you got a short from pins 3 and 4 of the VR remove the VR and retest from pins 3 and 4. Recheck C36 if VR checks out okay. Also check these components C37, C38 D15 and D18.

If all this checks okay try removing on end of D10 and see if the monitor powers up.

If you need another set of eyes on it. Let me know I can look at it for you.

Don't forget to redo the solder on the power resistors.
