I found an issue in the blanking circuit. On the 7407 position 8L. The chip input was correct, but the output was not correct for the green. The other outputs are correct. The line never dropped to 0v causing the green to always be on.
I am going to socket the chip tomorrow and see if this solves the problem.

What has been done to it.

Still looks like it needs just a touch more adjusting in the bip, hard to tell with the video.
Nicely done finding the z that was stuck.. Way to stick with it.
