13 inch WG 7000 with curricular movement [VIDEO] -Fixed

I have worked on a ton of Wells Gardner monitors over the years but I have never seen this problem before. Back story on this monitor. I purchased this monitor at the Pin-a-GoGo swap meet last year and this monitor is basically NOS.

I think this monitor has sat around for a long time as a problem child that no one has wanted to deal with. The board is new with no work. This smells like a weird cap problem or some strange regulation problem. I have metered the caps and all pass in circuit. B+ is on spec. Colors are great and picture is not distorted. The problem is this weird curricular motion.

Fixed the issue

Finally had time today to look at this monitor in greater detail. B+ looked fine with my meter however when I looked at the voltage closer with my Sencore tester the voltage had a slight ripple that once amplified in the horizontal circuit the difference was enough to cause a very noticeable change in the high voltage to the tube. Replaced the voltage regulator which helped remove most of the wave, but it was still causing the picture to bounce around slightly. Replaced C55 the large filter cap in the low voltage power supply and that corrected and repaired the monitor. Picture looks great.
