    I believe so; I don't recall seeing the program roms on 1mb chips like that before, but the hyper fighting / CE 4mb chips are in positions 21-23. It's likely your board's program chips were what they had on hand. So you'd remove all 8 of the program chips and replace them with the 3x 4mb...
