    You can use an arduino for this (there are tons of examples online for using matrix keypads with an arduino) your biggest hurdle is going to be decoding and configuring the keypad matrix.

    The Pandora dx and up should support standard HID encoders for player 3 and 4. I've done it with a pandora but i find it just easier to use a Windows pc with ipac as i was able to get more games up and running and was able to adjust them on the fly much easier.

    I found that more often than not emulators that relied more on gpu hardware acceleration just ran better on windows. Linux has always had issues with GPU drivers and considering i've always used second-hand PCs for mame cabs that already had a legit windows license, i just stuck with windows.
