    Check everything first, make sure it's actually the relay and not a shorted diode or transistor.

    In fact, I bet you that is exactly the case. The relay or transistor that controls the down movement is probably shorted and constantly telling the claw to drop. Then, when the upper limit switch sees this, it immediately tells the claw to go back up. Thus, bouncing.

    It looks like the motor itself, or maybe the relay / transistor that drives it, may be to blame. The way it's lowering when it gets over the prize chute indicates that something else may be wrong. Like it's constantly trying to lower when it's not supposed to. Which explains the bouncing.

    It constantly trying to raise up, after it's raised all the way, indicates that something is probably wrong with the upper limit switch in the trolley. Even if it registers on the test, it may be flakey. I would try that before I did anything else. Also, I don't have any of these machines, but...
