running a sense power supply unloaded should just have the voltages higher I ran a medium power supply unloaded and had 5.15V, I just left it that way. it probably balances out to close to 5.0V to the chips with the game connected.

it looks like you have the cable plugged in backwards on the CPU board side if you look at the ribbon cable headers they will note where the 1/2 pins are, the red stripe end of the cables should be plugged in aligned to 1/2
