I have isolated the monitor/chassis by disconnecting all of the plugs going to the monitor accept the power and I pulled the circuit board off of the neck plug and I am still blowing the fuses. Im thinking of sending the chassis out for overhaul. Will it pop fuses if the tube is damaged?

I just found a fuse on the monitor chassis blown, I replaced it and the other one blew.

The only thing suspect on the chassis is the following circled in red

How do I check the voltage going to the monitor?? What should it be? Is it AC or DC?

I dont know what the part circled in red but I thought I head a pop and flash in it or the power supply when I powered it up for the first time. It is next to the power supply. Can a switching power supply partially fail??
