I/O PCB Rev 1.9 does allow for CGA video mode.

Looks like you are trying medium resolution (EGA) on a standard resolution (CGA) monitor. If you look up other's that had your issue, someone said maybe it was the difference between versions of software. Maybe that is why it will not allow you to change the resolution settings via the dip...

It was tested in my dedicated cabinet with a tri res monitor. VGA port on PC went to I/O card. I/O card went from the jamma port to monitor. Pretty sure it was set for a medium resolution (EGA) monitor.

This is a Outrun shifter, not a Turbo Outrun. If a Outrun was converted to a Turbo Outrun, then this was still used. The turbo button was just the start button since there was no turbo button on the original shifter.
