If the ROMs really aren't dumped that might be the first thing you try to do since if you damage them poking around the board randomly you won't have any way to replace them. You don't have to release them to anybody but at least you will have a backup copy.

I vote yes, although the dynamics are pretty advanced I think it checks most of the other boxes for me. Vector doesn't immediately disqualify it for me.

Usually if it's a reset issue you will get garbage characters on the screen. That pic LOOKS like there's no sync/video at all. I would check the clock/counters in the video generation circuit. Could possibly be the crystal as well. Is that black bar in the picture scrolling/moving?
