If I pop the chip back in, it does the 2-3-3, 3-3-3 all over again. The segments look like they are fully lit up.

Voltages look good. 5.2V, -5V & 12.4V

So I removed Decoder chip 4 and it just does 1-3-2 over and over. Nothing else. It has a switching power supply conversion in it. Also I tested all of the roms on the rom board and the sound rom on the sound board vs mame roms and everything verified ok.
