I was thinking of re-seating some of the chips on the board, but of course not having a clue which ones, I was concerned about making it worse. Is there a repository for PCB board layouts somewhere? Is it worth trying to do that?

I have a fluke meter. I have no paperwork on this cabinet either. Take a look at the video. The colors are great. The background base color is fine. It's the layer of sprites that make-up the background objects and a portion of the road that is all mess up.

I will if I can. It's the background sprites. The green color is fine, the mountains, trees, lakes and rocks are a mess. The rest of the game sprites all look good and are complete with no corruption.

I unfortunately had to trash it. Not only was the CRT severely burned in, the flyback transformer was broken in half and the board looked like it had burned, or flamed up at one point. I had the K7000 I took out of a beat-up converted Gorf cabinet. It worked great, so I used it. It didn't...
