POKEY has ZERO to do with the screen. Check traces and RAM chips or maybe the shifter that outputs the data. Since the majority of the graphics seem fine, I'm leaning more towards a bad trace or a RAM chip acting up.

Looks like it's not coming out of reset unless it goes down first for a couple of microseconds when you first apply power. Does the screen change at all or is it static. At least your video is stable (judging from the picture) and showing stuff. The garbage on the screen is just whatever is in...

IMO they're too small to be coming from the board. Not too familiar with MC but IIRC atari used custom chips.. It looks like the sync is slightly off and positions the image higher than normal. I know you said it's not the monitor but have you tried adjusting the h/vsize? If the issues still...
