    POKEY has ZERO to do with the screen. Check traces and RAM chips or maybe the shifter that outputs the data. Since the majority of the graphics seem fine, I'm leaning more towards a bad trace or a RAM chip acting up.

    Looks like it's not coming out of reset unless it goes down first for a couple of microseconds when you first apply power. Does the screen change at all or is it static.
