Really not sure but the programmer will support me if I would buy it and there would be problems with the machine. So it is not an emulator but he wrote it himself. I am a programmer myself and I also made Moon Patrol from scratch before there where good emulators for it, so it is possible for sure.

I did check the caps in the sound area. C8 A 0,1uf cap measured unknown in circuit so I got it out and then it measured ok, but esr of 13 ohm so that's a bit high replaced it with a normal cap but problem stays the same no sound at all, only when removing ic 108 I get some sound and repeated...

So after replacing IC91 the garbled sound went away but no sound at all now, I also went ahead and replaced IC92 but that did not change anything. Sometimes when I start the machine there is the waves sound looping and some other sample in the background like congratulations in slow motion. So...

So IC91 and IC92 show activity for sure and piggy backing new ram doesnt not change anything, the roms are fine I doubled checked them, and now I used the enhanced roms but the problem stays the same. Will try to make some kind of audio probe so I can test the DAC. Thanks for helping!
