Sega MONACO GP. Three boards in total, lots of interconnect stuff, all TTL, no CPU. I must admit though that these are indeed a nightmare to work on.

I do not know much about either Jaleco cabs nor multigame boards, but are you sure the board is supplying a 15khz signal to the monitor (assuming it's a standard 15khz monitor in there)? I've seen stuff like this happen with wrong refresh rates, and it seems this specific boards supports a few...
