I have tried swapping the ribbon cables, nope, still there. I am not exactly sure what to do with re-seating all the socketed chips. Still learning. If it could be an issue with the sound board I can get it serviced - shipping.

Yes that is correct! I can run my original NBA JAM boards in with no sound issues at all. Plug in both T.E boards and start up and static starts. I can snap some photos of the insides tomorrow just to see if that helps in anyway possible. All the sounds for the game are correct(even though one...
