SOLVED: Since I was getting a solid 5.2v and 12v out of the machine I made a JAMMA adapter for my test rig, hooked it up and it fired right up. So went back to the machine tested the power again, still solid. Plugged in the board and noticed that it would reset if I jostled the board. Determined...

When I replaced the chip sockets I reflowed all the connection headers. Hopefully once I get the adapter built I'll figure it out.

Again, the windings and resistance are different, regardless of brand. The coils are not equal. You take a risk.
