I finally got to testing it, I ended up with about 1-2 ohms according to my x10 meter... I am guessing that puts me in the 10-20 ohms? if so, does this mean I need a new ballast? If so, are they available at a Lowes or Home Depot? Here is a couple pics of the test and the points I tested...
