You need to measure from corner edge of monitor to edge. Just look at the first monitor can't you see there is about 2 inches of black around it and look at the nba monitor your measuring only the grayish part of it.

But your not measuring from ear to ear see you first pick it has black edgings and the second pick has no black edges

you must measure from ear to ear on the monitor itself but it sure looks like a 25in from you bezel measurements.

That bottom screen looks like it could be an issue with the game pcb. Switch the video out on the monitors to see if shows the same on the top monitor.
