Okay thanks for the cross reference!, I'm not get a usable pulse from any pin on the M53204P. I guess replacing it and/or the oscillator is the starting place.

Fluke multimeter for DC. The timescale from my analog discovery o-scope is shown. So about 1.5 Mhz. Also I deleted the schematic, see the example below from vectorcollector

Here is what I can gather so far. Deleted, had errors.

The 5v rail is good. The oscillator's 1.4V is coming straight from pin 1 of that m53204p I can't find a pinout for. The other leg goes through that RC network in the picture and into pin 2. I see now that the other leg has about 1V DC and they are both showing the attached 50mV waveform.
